Ultimate Settings Panel 是一款集 Windows 所有設定選項於一身的免費軟體，支援 Windows XP/Vista/7/8/10。它除了提供這些 Windows 作業系統的設定或調整選項外，還提供 Outlook 2010 以及 Configuration Manager (組態管理員) 2007 & Configuration Manager 2012 的設定選項。當然，如果系統沒有這些軟體，它們的選項就沒有作用。

Ultimate Settings Panel 是一款頁籤式工具程式，基本上所有使用者都可使用 Windows 和 General 頁籤的選項。首先選取您要的頁籤，然後按下您想要的設定按鈕即可進入各該設定或調整畫面。雖然頁籤和按鈕都是英文，但設定畫面是系統本身的設定或調整畫面，為繁體中文介面。此外，這款軟體還提供 Windows GodMode (上帝模式)，可讓您開啟 GodMode 做更多的設定或調整。

事實上，Windows 7 才開始有的 GodMode 係一份系統設定與調整清單，可讓使用者自行調整 Windows 系統的功能與設定。您只要在桌面按右鍵新增一個新資料夾，然後把資料夾名稱改為 GodMode.{ED7BA470-8E54-465E-825C-99712043E01C}，即可啟動上帝模式；資料夾名稱變更後，圖示會自動變成 GodMode，按兩下開啟 GodMode 視窗，您會發現一堆可供修改和調整的設定。
